In late October and early November 2021, Russia began to significantly increase the number of its troops and military equipment near the border with Ukraine. In February 2022, military exercises were held in Belarus together with the country's military. After the maneuvers, Russian troops did not return to Russia.

The attack came from 3 directions: from the south from the Crimea, from the north from Belarus, and from the northeast from the Belgorod region. On the day of the invasion, Volodymyr Zelensky proclaimed martial law and general mobilization.

According to the decree, conscripts and reservists from all regions of Ukraine were subject to mobilization. The presidential decree on the imposition of martial law was issued at the request of the National Security and Defense Council of Ukraine. The Verkhovna Rada of Ukraine approved the decree the same day, with 300 out of 310 deputies voting in favor of the law.
